The Base For Civilization
Civilizaton is based on order, law and justice. There are (At least) two ways of looking at the structure of that base or foundation.
The first is to visualize it as the three-legged stool---Where if one of the three is missing, it collapses and is of no use.
The second is as a foundation to a building---Where order provides the ultimate base, upon which is then built law and only then can justice be set as a superstructure.
Examine any society (eg New Orleans before and after Hurricane Katrina) and you will be able to determine if all three are there to support a civilization or not. As to New Orleans, order must first be reestablished (By gun fire as appears necessary) before law can be put back into place and, God willing, some measure of justice created out of chaos.
